THE CRUELTY OF THE ORCS, is a blaring, discordant, descending phrase.
It was first assigned to the category of Isengard and the
Orcs (FOTR & TTT). But in the ROTK, with the dimming of
Isengard's power, it was realigned to
Mordor.
